One where there is enough crime that citizens don't feel totally safe to go out of their homes, particularly at night. In other words, the odds of being harmed are too high. I've never lived where I didn't feel safe. I'm not saying nothing at all ever happened, but very rare and sometimes inconsequential property crimes. The term tough neighborhood kind of implies gang violence making it a very hard place for kids to grow up.
