    No.  But then again, this is a really screwed up nation.  We promote drug usage, but tell ourselves otherwise.

    California has places where one can "safely" do drugs (sterile needles, a physician nearby in case of OD, and such).

    Not only should it ... the government should also provide the crack, manufactured in a government-run facility with strict quality guidelines, to ensure it is not "cut" with harmful substances.

    Its not just crake pipes they are handing out - the crake pipes are part of Safe Smoking Kits that are designed to cut down on crake users getting infections and few other things. Cheers!

    Most crake users smoke their crake in glass pipes and the pipes brake off at the tips causing the crake heads to cut their lips and get infections. They also share their crake pipes and doing that with bloody lips could spread HIV or something like that. Crake heads are going to smoke no matter what but you can at least make it somewhat saver for them. Cheers!

    Yes  I know that is the gist of the idea.  However,  I do not believe the gov should be purchasing such things for anyone. Rehab would be money better spent.

    The thing about rehab is the success rate is very low and they cost a lot of money to set  them up plus most drug users don't want to go to rehab. Personally I think the only way to control crake and meth users would be to put them on a deserted Island for a year and tell them that they have to make their drugs and pipes from coconuts. Cheers!
