    Both candidates are going after not taxing tips.  However, it is highly likely that neither candidate will (can) make good on the "promise".  They're only putting it out there to get votes.

    I don't know if it can be done via executive order or if it must go through Congress.  Certainly that would have a large bearing on if either could get it done.
