Someone at a gas station add some water to gas to get more money for amount of gas, should they do it?

When a person add some water and mix it with gas to make more money and not lose or give away as much gas from it, should anyone try do that, or do you think anybody should not do it at all?
See how many would vote to not to do it!

    Watering down gas can ruin a car's engine.    It is illegal in the US to sell watered-down gasoline.

    To that, on TV, I saw/heard that one of person did that, then I think that would be-nobody should do it at all!
