I could find no information on the actual text of the bill or whether it included 'dragnet surveillance' of the phones of private citizens. The debate over the authorization of surveillance of foreign nationals makes me doubtful, but if Rand Paul is a credible source, then no wonder it failed.
As usual, you've gone off half cocked. The bill was proposed by one Dem Senator, not the administration as a bloc. And it was roundly rejected by the Senate, including most of the Dem ones.
I do not believe, I have ever referred to Rand Paul as a RINO. He is a true Libertarian. There issues he is great on and others he is not so much. But he has principles and stands by them. I am not a Libertarian, so there are things I disagree with Paul about.
When Ryan, Paul, Toomey, McCain, Romney et al opposed him (and I pointed that out), you responded by calling all of them RINOs. If the Democratic Party actually WAS a "uni-party", those Dems who voted the Bill down wouldn't have.
