NGO is a non-governmental organization. If a taxpayer contributes to an NGO, that's a voluntary, private (not governmental) contribution. How is that illegal?
You're in an unwinnable argument. I have read a lot of the right wing talking points on this and they have an answer for anything you will say. The legality of her plan is under debate, and each side has its own interpretation. You may as well stop here, let her 'win' and continue to believe that immigrants are human beings.
You can kind of half block people, so you won't see their posts on the homepage when you log in. However, they're still able to see your posts in discussions, and therefore it doesnt stop you being replied to by those who are experts on everything, apart from apartheid.
