Ever work where a new employee wanted to gut everything and replace it with new before he knew anything? Isn't that what PET will do?

He wanted to repeal the AHCA. Now he wants to keep several provisions because he learned that they were essential. What else is he going to remove/replace/destroy before he knows the WHY? How else does he plan to cripple the country while he is still wet behind the ears and ignorant? I know. We will see. How terrible will it be?
