What do you mean, it's frozen. Are they in a carton like already cracked and taken out of the shell? Or are they IN the shell? If they are in the shell, they are going to be really screwed up when they thaw. All you can do with those is wait for them to thaw, which will take awhile, and then crack and scramble them in butter in a frying pan.
I have never heard of freezing a whole egg before. If it is the carton kind. Just put it on the counter and wait until it thaws.

It depends. Are the scrambled eggs in a frozen breakfast box? Read the directions on how to thaw and warm up. Raw eggs in a shell? Thaw, then break shell and scramble, cook, eat.
