At every turn.  He will tie everything up in knots for whatever purposes.   He knows how to clog the process when it comes  to paperwork and lawsuits.

Please list "all the rules" President Elect Trump's campaign broke and 'smashed the he** out of?"  Of course, if we are going to list 'rules' broken, maybe we should look at the 'rules' the Clinton campaign, DNC and their associates broke (such as receiving debate questions; paying people to disrupt Trump campaign stops; DNC working actively to defeat one candidate over another in the primary to name just a few).
