What's to stop the Toady Senate Majority and Toady House majority from giving PET everything he wants ?

PET can get Constitutional Scholars to interpret the Constitution any way he wants. Experts never agree on anything He can "buy" the experts who will give him the answers he requires of them. What is gonna stop him?
