During his campaign PET said he would "bomb the he** out of them". I think he was talking about Syria. Can he do that unilaterally?

Can he just tell the military to bomb whomever he wants and they'll do it or does he Congressional approval/consent before he sends people out to kill and  be killed?

  • He cannot declare war without Congress but as Commander-in-Chief can instruct the military to engage in offensives. Congress can choose to defund the military or the offensive in question but few are willing to  put American soldiers lives in that kind of  jeopardy.
