PET says he has a cheaper/better insurance plan which he will put into place to replace the AHCA. When?

Will folks be covered by the new plan BEFORE the old one is taken away from them? If not how long will they be uninsured until they can count on coverage again? Will pre-existing conditions kick back in again as an exclusionary item? Will kids be kicked off their parents plans at a younger age again? Who is doing the planning? Who is on top of the timing? Whose job is it to see that everything goes flawlessly? PET is the guy who will be sitting at the desk where the buck stops so I guess it's all on him.
