Well if you say so...we have similar here. Education is the key.. along with ensuring young people receive GOOD and accurate sex education. Teaching them about how to avoid being taken advantage of, and about relationships and respect and safety and precautions..  Here in the UK I heard that the teen pregnancy rate has actually gone down markedly.. that's very good news.. 

Not all mothers who are single are on welfare so it's important to say that...

I gather that you real gripe here is about welfare for those with disabilities? Well people gripe about that here too.. and they did introduce measures to stop payments to many.. but where they got it wrong real people suffered real hardships, financially and health wise.. And you know, I don't know about there but in actual fact even though people were making a fuss about disability payments and support.. the numbers are, and always have been, pretty low.
