A Presidential VETO is toothless. It can be overturned by the House and the Senate by 2/3 majority vote to pass it. Who is REALLY the boss?

If Paul Ryan can get 2/3 of the House and 2/3 of the Senate to approve his bills to take social security and medicare away from we the people what could a president do? Nothing, right? So Paul Ryan has more power than PET assuming he can get the necessary votes. Is that how things SHOULD work?
