Because the currents don't stop and plastic is constantly being added to the environment. Same reason beaches are being transformed from silica sand to plastic sand.
Because it ('they', there are many) is BIG. it is a lot of individual pieces of plastic that do not hang together, they are just brought together by ocean currents.
