U.S unemployment down to 4.6%. Who gets the credit, Obama, Trump or Other?

We know it isn't Obama so it must be the optimistic view the market has since the election and the public. 

Obama.  People stopped looking for jobs and settled in comfortably with welfare.  When you are no longer receiving unemployment and or being registered with the state employment office, you are no longer counted in the "unemployment" figure.
