If the new kids on the block are incapable of or uninterested in learning how to do their jobs might we be better off?

PET is hiring people who are set in their views, some of which are totally off the reservation. Since that is true can abject ignorance and the resultant bumbling/stumbling screwups serve us better than know-how? How?
