    Where I live they used to pay you $50.00 for turning in a looney person but they stopped doing that.

    They closed most of the mental hospitals here...apparently we didn't have enough homeless people.

    It is sad.  I have seen some of them cause a dusturbance at the jail on bitterly cold nights just so they could be lodged overnight.
