I've no idea of the security of a president of the USA but I would think to turn a phone into a bomb would require a fair amount of relevant technical knowledge and skill to install any lethal explosive charge in it, even if it's at all possible, and some way of ensuring its victim has it at a suitable time & place. Portable phones have been used by terrorists to trigger bombs, but that doesn't seem to be what you asked.
