The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) went into effect in 1970. Will Pet use it to blow his nose or wipe his butt?

If he wants a nuclear arms race I guess he will get that won't he? He always gets what he wants, doesn't he?
