As of May 2016 the US owes hundreds of billions of dollars to others. See below for detail. We borrow so we can give/loan? What? Why?

As of May 2016 listed is what the US owes others

Mainland China 1.225 billion
Japan               1.133.2 billion
Cayman Is          260.2 billion
Ireland               259.8 billion
Brazil                 249.5 billion
Switzerland        228.7 billion
Luxembourg       221.8 billion
UK                     216.5 billion
Hong Kong         192.7 billion

among others. So are we deadbeats?

    The world KNOWS the safest place to invest money is in US Treasury notes and bonds..  MOST of the money is owed to individuals, rather than governments, but even governments invest in T Bills. 

    We borrow for the same reason you borrow.  With low interest rates, borrowing is CHEAPER than buying.

    We borrow money from some countries so we can gift/grant/loan money to other countries. How does that make any sense? Why are we the middleman? Why not let the countries in need go to the countries with money and  borrow  directly? It  seems like a huge shell game to me excon. Thank you for your reply and Happy Wednesday! :)
