But it very broad terms, government can be seen to have two roles (which map fairly well on to parental roles): nurturning and discipline.
Those on the political left see the nurturing role as primary, have greater enthusiasm for it, and support the disciplinary role somewhat reluctantly.
Those on the political right see the disciplinary role as primary and tend to feel the nurturing role of government subverts discipline, except in those who have proven they are "deserving."
Inherently, unless we are dealing with true sadists, the disciplinary role requires some emotional aloofness. Providing Grandma with health care (at taxpayer expense) is a more emotionally engaging act than denying Grandma health care because of the need for "fiscal discipline," just as giving a child an ice cream cone is more rewarding than having to spank him or her because of a major transgression.
