Some say self-righteously they only blame the person/persons committing the violent acts. What about the person/persons INSTIGATING/ENCOURAGING violent acts? Are they blameless? Why?

At earlier rallies Trump encouraged supporters to fight protesters  and even offered to pay legal fees for doing so. What is his part in fomenting violence? Is he innocent as a newborn baby or guilty as he** of encouraging the evil? Why?
