Should this law be even tighter against name-stealer bands who turn out to be more successful than their victims (i.e. the bands whose names they stole, such as Blue or Nirvana)?

Yet they don't seem to apply to band names. Sometimes I have renamed bands myself because they pinched the name of an older band. For example, the Mr. Big who had a hit in 1992 with the song "To Be With You" I call the Eric Martin Band (after their lead singer) so as to avoid confusion with the older band Mr. Big who had a hit with "Romeo" in 1977. And of course, there's the French band Quartz. I call them Le Quartz to avoid confusion with the British band Quartz. Why didn't the French band themselves think of that in the 1970s? I could have suggested that to them myself when I was only about 16. If I could think of it at that age, why couldn't they? They must have been a few years older than me so one would think they would be capable of such simple logic. The mind boggles.
