The HEIGHT isn't the issue, cause if it's too high, they'll just go UNDER it.. So, not only does it have to be high, it has to have VERY DEEP foundations.. That'll probably add a $ billion or two..
Even then, it won't work. People are slicker than that.. I've been in institutions where they had high walls, barbed wire, searches, and lots of guards.. Yet, contraband made its way inside..
Remember, anything a man can build another can destroy. Many "moons" ago I lived in Arizona for a few years, thanks to Uncle Sam. The story never made headlines as far as I know. They were called the "para sailing club". I think that is what it was called by local border patrol folks. It was people gliding in the air using what looks like a large kite. They made no noise, at night they were almost invisible. They originated somewhere in Mexico. It was believed they gained their altitude by being pulled by a land vehicle. Once released they flew across the border. Eventually one person, a young lady flew across the border and landed very badly breaking a leg and an arm. She shouted for help for many hours before she was discovered, almost dead. They never knew how many actually made it across or even if they continue today. But if you drive in Arizona along the border you may see "blimps" flying stationary, fixed position. The are "side radar".
