    Sure..  Congress gave up their duty to declare war a long time ago..  I think Iran IS on his list..

    That is how all the Presidents in the last 70+ yrs have done it. The last time Congress declared war was in 1941 after Pearl Harbor.

    Yes, he can because it would be called "an action" not a war which would require Congressional approval.  The last war we fought was WWII.
