The opposite of Liberal is Conservative. Liberals are Progressive. Are Conservatives Regressive? If not what "gressive" are they and why?

Why then are most of the racial problems in liberal cities?

Chicago, San Fransisco, Baltimore, Atlanta, New York, Detroit, Cleveland, Philadelphia, etc. So much for progressive. No difference in those cities since the 60's.

She defined conservatives as regressive which is false.
