How do you know these immigrants are vetted for at least 18 months and how do you vet someone who has no paperwork, no way to check if they have a criminal background or if they're ISIS sympathisers? Do you think the governments of Syria, Somalia, Iraq are going to search through their records just to satisfy the US government? Because the refugees who are flooding Europe fit into this category.
