Could be .. but it also could be someone who is shy to say "yes" too.  No reply can be interpreted different ways depending upon whoever isn't replying.

No reply means I have no idea what's going on in the other person's world -

technical glitches, health, work, family, friends or other commitments are all possible reasons why someone might not answer, or even, unfortunately, just forgetting.

A "hello" or a friendly question might help.
