Do you think a head of state like Putin should be free to "appropriate" any/all countries he wishes to add to his portfolio?

Is there a line beyond which a head of state should not go or is everything on the table and he should go as far as he can go in any direction at any time without any intervention by anyone at any time for any reason? Why?

    Let him.  Let him appropriate.  

    Sooner or later he will try to appropriate an acquisition that will not be so easily appropriated.
