An Answermugger said even the weather, if controlled, can be made into a weapon. Can anything be weaponized if that is the goal? How?

Absolutely.

We think of weather being used as a weapon as something modern and by somehow trying to control it.   However using weather as a weapon goes back to ancient times.

For example.  There are instances of armies making culverts and and ditches to flood and swamp enemy areas such as crop fields, encampments, and battlefields.  Having them dug before a rainy seasons to direct the run off.   They were weaponizing the weather.
