    Because they would pass legislation of many incredibly ridiculous things and would triple their salaries.

    Ah, piecework . .  .wait, isn't that something that the Bourgeoisie forces on the proletariat, the bane of liberal socialists everywhere?

    Not sure how that would apply to legislation either. As I remember from my Industrial Engineering days in order for a "piecework" system to have a prayer of working one needs to first establish a reasonable rate of "production". Then there's quality control standards; don't want to be turning good raw materials into useless junk. Or in your example good ink/toner and paper into Charmin (which is already a huge problem with our various legislative branches).

    And then there's the most important consideration of all, an actual need for those "items" being produced. With all the laws currently on the books we certainly don't need any more. As Thoreau once said "That government is best which governs least".
