Putin said that Reagan said "watch my lips. No" He got the prez wrong and the quote wrong. Not too sharp/smart is he?

He said that when asked if Russia intervened in or had anything to do with the American prez election. You would think he'd at least get it right, wouldn't you when he gave attribution?
