Nevada is the first state to install syringe vending machines. Certain restrictions apply to the buyers. Good idea or not so hot?

Of course the purpose is to supply clean needles. They are for the use of those who are clients of the TRAC-B exchange program run by the Las Vegas Hard Drug Reduction Center.  Don't know what it costs to be a client or what a syringe costs. Don't  know which is more cost-effective. I suppose if it can stop the spread of disease then it is a good thing.
