Might be some double think. One hints to an enemy of a strike. The enemy thinks, "Ah! They are posturing, no need to worry." and makes no preparation for the strike that is coming.
I think you give too much credit to the intellect of the actors m'dear. Of course you could be absolutely right! But remember this. Trump consistently REFUSED to tell us his plans. He said he did not want to warn anyone about anything. Then he turns around and hawks this North Korea pre-emptive strike propaganda and so does Mike Pence. Crazy buggers aren't they? Loose cannons. Clueless/planless/emotion-driven. It depends on what Trumps see on TV that affects him. He then acts and no one says "no Donald that is crazy nuts". Who knows what he will see on TV tonight or tomorrow or the next day? I still can't take this joker seriously though the world around me is crumbling every day because of him. N Korea has in the past rattled its sabers to force negotiation for things it wanted.
The Obama approach was strategic patience.
The suggestion of a possible preemptive strike seems to me to be a way to tell N Korea that it can't rely on negotiation as the only way that the US will approach the problem and that our patience is wearing very thin.
And even if they knew we were going to strike, they can't run, and they can't hide, and they can't build a dome. There only options would be a strike of their own, and they would simply cease to exist in the long run as a result of such an act.
