    None.  It is unconscionable to have to send in rescuers who might also be taken hostage to get someone who should have paid attention to begin with.

    Negotiations for the return of someone is fine as we presume they're done in a diplomatic setting.  Why should we beg for someone who clearly shouldn't have been there in the first place?
