It's when you do something so daring that it makes people talk.

Like JLO wearing this dress to the Golden Globes.

The expression refers to a mathematical envelope, in this case used more specifically in terms of aviation. The envelope is a description of the upper and lower limits of various factors it is safe to fly at, such as speed, engine power, maneuverability, wind speed, altitude etc. By "pushing the envelope," that is, testing those limits, pilots were able to determine just how far it was safe to go.

The phrase became popular following the publication of Tom Wolfe's book, "The Right Stuff," about the space program.

Thanks. Phrase origins are interesting. Just came upon the meaning of "dog days of summer" which refers not to Fido sweating it out in the heat but to the dog star, Sirius, and its position in the heavens.

To the Greeks and Romans, the “dog days” occurred around the time when Sirius appeared to rise just before the sun, in late July. They referred to these days as the hottest time of the year, a period that could bring fever, or even catastrophe.
