If having a Republican prez AND Republican majorities in both the House and Senate isn't enough to get the job done what will it take?

I mean what more do they need to get the "deeds" they PROMISED everyone they'd get done? They ALL of the power. They have ENOUGH VOTES without Dems.  What do they do next after holding all the cards from January 20, 2017? It seems having a winning hand doesn't help them. What will?
