House members kept voting it dead and it must have theoretically refused to lotsa times or they wouldn't haven'at wasted all that time and money rekilling it...theoretically. They didn't have to power to really kill it then. Well they've had that power since January 20, 2017 and it seems with all that power they have in real time they still couldn't do it. Wonder why?
