Since Congress CONSPIRED to provide a veto-proof bill I guess he didn't want the embarrassment of having his veto ignored. But he grumbled and kvetched and is very worried about how Vlad is gonna take it. His interest in giving Putin whatever he wants supercedes everything including putting the best interests of America first. Odd.
