Rex Tillerson, Secretary of State, won't spend any money budgeted for him to counter Russian disinformation because Russia won't like it?

So apparently/obiously/clearly it isn't only Donald John Trump whom Vlad has in his pocket but Rex Tillerson as well. Isn't that grand? That's how they plan to MAKE AMERICA GREAT AGAIN?  What do they do with the $80 million Congress has approved for that purpose? I know. Build another golf course, right?
