Initially, the morticians, of course. And then the bankers afterwards when cities and nations have to rebuild and need to "borrow" money for that purpose. It's just like with any other war.
And then there's the global progressive statists. With the residual radioactivity the population will be greatly reduced, which is one of their goals, and with all the dirt and debris blown into the atmosphere the resulting "nuclear winter" will cool the globe.
(PS: both of those last two are bogus. Most radiation is actually used up in the reaction in modern nuclear weapons and there's no where near enough power in all the existing bombs to come close to expelling the amount of particulate matter belched out by the worst eruption of Krakatoa in the last two millennium, believed to have been somewhere around 600 AD.)
