Yes, Congress could do that. Or a Constitutional convention of the several States could do that too. (There's more than one way to amend the Constitution.)
Such an Amendment smacks of progressivism which brought us such "gems" as the 16th, 17th and 18th Amendments. So no, there's no way on God's green earth I would support such an abortion to the Constitution.
Well now that you mention it such an Amendment would have probably stopped Obama from granting pardons to all those convicted drug felons. So it seems that the sword cuts both ways.
