    I don't understand what this question is getting at.

    What does normal have to do with ignoring people you don't know.

    I try and be pleasant to everyone and cultivate those I have somethings in common with.  I may have to get along with people I normally would not bother with because of a work or societal situation that demands we connect.

    We cannot just pick and choose whom to ignore.  Ignoring people is for children and the emotionally retarded.  There is a place for not engaging, but to be just stubborn and ignoring someone is childish.

    Normal is not the word I would use as a thermometer.   If someone is not normal, what is NORMAL?

    Whether or not it is normal would depend on when you ignore them. If they are in a conversation with you and you ignore them  because you 'have no feelings for them', that is decidedly not normal. If they are passing you in the street, are not in any distress, don't nod or smile,  and you don't know them, then it might be normal. For the most part, going through life ignoring people because it's too much trouble to get to know them and/or interact with them, seems like a sad way to live.  I consider myself quite normal.
