In Ohio one must be 18 to have his/her pet neutered. (I dislike the word 'spayed'.) You know me JA...always the smart a**.

I dont think there is a specific age.. in pets or humans :P In pets though, I personally have many concerns regarding neutering too young, apparently there is some agreement on that re vets as in it can cause developmental and other health issues and they are just sooooo small.. On the other end of the spectrum it's never cruel to neuter later in life... Pets who have been utilised for breeding can and are and probably should be neutered for their own health and well being.. like male cats, it allows them to be just cosy pets after having issues with fighting or being kept fairly isolated because they spray. My American cat was neutered when he was around 4 or so... honestly he was a pretty remarkable cat in that he lived indoors like a normal house cat.. but there was no difference before or after neutering... he was always a sweet cat, he got a little fatter, he was a little more laid back.. but he never seemed to regret his missing parts
I don't think it would ever be cruel to have them fixed. There are supposed to be all kinds of health benefits to it. We are getting our cat fixed in a couple weeks. We don't want any kittens.
