Some folks admire scoundrels and cheer them on. They applaud and are joyful when the scoundrels get away with whatever they can. Why?

Is it because they are scoundrels/bad boys/bad girls within but are too cowardly to admit it so they get vicarious kicks out of what their hero scoundrel/bum/thug gets away with? How does that work exactly and why?
