Puerto Rico is a commonwealth, not a state. Only states may vote in federal elections. They do not pay federal income taxes (with a couple of exceptions) and, therefore, they don't have the right to vote in federal elections. although they can vote in primaries.
I don't see the difference Spunky. Any CITIZEN of the United States should have all the rights listed in the Constitution. Whether it is a state or a territory or a commonwealth or whatever. The rights SHOULD accrue to the Citizen and NOT be dependent upon where he/she lives. Just my opinion for what it's worth. Thank you for your reply! :)
Well, irrespective of how we feel, only states are permitted to vote in federal elections. Puerto Rico has had many referendums where they've had an opportunity to change their status and, to the best of my knowledge, they have chosen to remain independent and not to become a state.
Oh Thanks for the info Spunky. I did not know that the fault is theirs. So they get what they deserve then. A totally meaningless title..."citizen". SIGH.
Well, it isn't completely meaningless - there are some advantages, but in their dire financial situation, I would think that being a state might be better for them.
