Some folks thrive on trouble/problems and when there are none they go out and create some just to get their juices flowing, the attention of others and possibly hope to "put out the fire they started" so they will receive acclaim, adulation, adoration. That doesn't seem normal to me. Getting off on strife/trouble/problems/danger. But it takes all kinds. What's up with that kind?
