Perhaps I've been observing history and politics too long to consider such simplistic and metaphoric analyses to be much interest.
In the United States, the main event which bifurcated the "cats" and the "mice" was Buckley v. Valeo (the money = speech Supreme Court decision). That was 40 years ago. The American people have had adequate time to do something about it. Instead, they allowed themselves to be distracted by racism/xenophobia and Gunz/God/Gayz/Abortion. Meanwhile, the "cats" completely entrenched themselves. None of it was secret. None of it required a PhD to understand. But not enough of the "mice" cared enough about the integrity of the system over their short-term partisan interests to do anything about it.
Meh, Not everything has to be about the US , you know. :-)
This has happened in many other places.
@UC -- Similar political dynamics play out in other democracies. But at the end of the day, regardless of what government system you are in, you have to have a practical, rather than metaphoric, notion of how to correct the problem.
Just remember that It is through metaphors that many people understand the situation they are in.
