Kitchen rolls toilet rolls too much glue

Why is it that when you start a new roll of kitchen roll or toilet roll, you waste so many sheets trying to get the glue off? Is it a conspiracy to make you use more?  Do they need to use glue?

    Toilet paper and paper towels. 

    Stop buying the cheap stuff. Peel gently. No need for heavy-handed action.

    I suspect it has to do with manufacturing and packing requirements on the production line.

    I use Bounty and Charmin only very, very seldom run across such a problem---probably less than .27% of the time.

    The place I clean part time buys the cheap stuff and I often have that problem and thought the same as you...we use more so they can make more money. I gave up on one once.
